But ya OP, family member is being a dick - I usually don't make a huge deal out of such situations (unless your dad is older and you think its necessary to call family member and have a little talking to)
But I definitely remember such situations and will bend over backwards to help those who are kind and gracious. Others I'll help if I can but won't worry about telling them i can't / don't have the time.

I agree with family member. I don't have inside animals and will not bend that just for someone. Animals can stay outside in fenced yard.

Why are you being vague about the sex of this "family member?" You went out of your way to avoid providing this information in the OP

Did he ask if it was oK to bring the dogs to someone else's house?

Having re-read the OP, I now realize how off target 99% of the posts have been...
Why don't you let your Dad handle his own stuff? I assume he is an adult. Your texting ANYONE about this can not help.
Address it down the road if it really eats at you.

People are forming an opinion on an extremely slanted presentation of the evidence.

In our family it wouldn't be a bold assumption, its kind of known that when people come over, the dogs are coming with them (all of the family dogs stay outside for the most part though, until at night they sleep inside). So I agree its usually necessary to ask - but with family sometimes this things are sort of a given and don't require asking.
Right, but as you said.. it's already an accepted and known thing. Everyone seems comfortable with this.
Most of the time, it's really a good idea to give a heads up and at least ask IMO.
As I said, there are also really affordable pet boarding places.. not sure exactly about the city this is in though.. they also have people who offer this service, but I don't blame people if they are unwilling to trust a stranger. I'd probably trust an established service though IF needed.. if there was no other way.. or ask if they can be placed outside, even on a leash if needed. Just do what you have to do.
My half sibling has a pitbull an another extremely large aggressive dog she refuses to get neutered.. and the thought of them coming over to my house makes me extremely uncomfortable because they are absolutely nuts, stressful, and would try to eat my pets.. if not me..
That's a different type of animal though, but it's really nice to consider everyone involved before showing up like that, unless you already know everyone is cool with it.
