Only because US retailers buy shitty readers. In Europe scanning the chip is as fast as a strip.HEB (Central Market) I go to has very fast chip readers. And in Europe at restaurants and bars they have a portable card reader they bring to your table and you are required to insert the card in the reader. One waiter told me its because the law says the customer has to always be in possession of his or her card.

Yeah it's a small thing but it's kind of a clusterfrick
It definitely seems like going through the prompts and finishing the transaction takes significantly longer.

Its all about liability. If the Credit Card company offers chip enabled cards and the merchant does not have a chip enabled machine, the merchant is liable for fraudulent charges. On the other hand if the credit card company does not offer chip enabled cards and the merchant has chip enabled machines, the credit card provider is liable for fraudulent charges.

I'm wondering what stores do you guys shop at? It's rare to go to a store that doesn't have the chip reader.
Walmart has had theirs for over a year. Many gas stations have the little machines that are chip readers

The one card I have that does that I hate. It takes 30 seconds to read. My Amex gets swiped in 1.3 seconds.

If the place you shop has a chip reader, the liability is on the bank, as it was previously. If the place you shop does not have a chip reader, liability is on the store.

Merchants will soon need to convert to chip readers to avoid liability for compromises. The government is trying to shift liability for massive losses incurred thru card compromises from the financial institutions back to the merchants.
If merchants use chip technology and are somehow still compromised (low chances at this time), they'll escape liability for consumer losses incurred.
If merchants are still using swipe technology and experience a card compromise, they'll incur the liability.
Before long chip card and Apple Pay will be everywhere. Compromises will ruin the merchants who fail to convert.

I don't know why all the down votes cause this chip reader sucks dick. I've had my card replaced 2 or 3 times since this chip shite has been implemented.

No problems overseas and have used them over there for years. Amex, Visa, MC...all of em. Fast as hell everywhere except......the US. Not sure of the reason but it''s confusing as frick to Americans for some reason. Kinda like roundabouts which is the simplest thing ever.

Basically, if a business DOESN'T abide by the new "chip technology" then all merchant servicers relinquish liability for anything fraudulent
There's no "law" that can/will make a business utilize the chip tech.
Funny thing is, nearly 100% of the merchant servicers provide the new "chip tech" units for free...

Yep. The Euros are kicking America's arse, and have been for over a decade, when it comes to credit cards.
They are all on chip and PIN. Very fast, and no signing of paper required. When we use our cards, even with a chip, we have to sign. They usually require you to hand over the card so they can compare the sig on the back.
Those portable table-side readers have been around over there since at least the 90s. I've never seen one here, though we do have the Square type devices now.
Some in London now use their "contactless" card to pay for subway fare and the like. No need to buy a separate tube card (Oyster). Just touch your credit card to the pad at the turnstile, and it charges it to your account.
