The most important question is: is this structure bullet proof or at least bullet resistant? New construction in Shreveport requires a minimum threshold of bulletproof-ness.

I myself have been wondering what the building represented - I figured it was some expensive art undertaking that I didn't understand. Thought the windowless aspect was weird, then I saw the banner drop and figured it had to be someone's expression of art.
