Hair was dark, then light and then dark. It is the same girl and if you go through her FB there are multiple mentions of this video of her by her friends.
You can tell by the face though, her nose is distinctive.

I wonder if this was at the old Davie Junction or the Roundup, also in Davie. Those were the two big urban cowboy joints in Dade County in that time frame. (Don't know if either are still open)
