Also, this remarkable video is of a nearly empty flight from Shanghai to Beijing during one of the busiest travel periods:

Basically, it's self-preservation.
Despite the nationalistic bluster from Xi Jinping, China is actually quite tribalistic when it comes to different regions. Many people who live in Beijing and Shanghai have a very low opinion of people who live in other parts of the country. I imagine most of the road blockages and public transportation shutdowns are due to the self-important mentality of city and provincial leaders who think the following: 1) the great "unwashed" in rural areas deserve blame for the crisis and 2) who cares if thousands of other people die, as long as I can keep the coronavirus from spreading rapidly in my own neighborhood.
Beijing's leaders, in particular, care more about keeping the coronavirus out of their homes than they do about the welfare of the rest of the country. If they start to feel threatened, some of them will be the first ones to break the travel ban and flee the country.

Not surprised a case was confirmed in Orange County. The Chinese have bought up entire neighborhoods (and have been a big driver behind rising housing costs). If it gets to the homeless population, it will spread exponentially.
I also wasn’t surprised about France. Based on travel experience, I expect to hear about cases in Italy very soon- most likely Venice and Florence first. The Chinese mob these places in groups, year round. Spain too, but to a lesser extent. They typically travel as a group and book hotels with buffet breakfast, so yeah. I think Africa may get fairly pummeled but they have summer working for them on a lot of the continent.
