Ya know. This guy fricked up and yet, I think he genuinely was trying to be decent. Unregistered cars get towed in many jurisdictions. But, he was giving them a bit of a pass.
I mean, it was stupid as frick. But, on the list of shite I hate cops for, this one just didn't really get me animated.

Yeah. Like I said. The odd part in this video really is that the cop was going to have to impound. So, instead, he came up with a "good deed" to let them off.
