It looked like he complied with the negotiators and he came over to them and did something they wanted him to do and then sat down, soon as he did it the negotiators left and only swat is left. Thinking they lowered cuffs down and he cuffed himself to the bridge and now they're wait on something to go down there and get him, bucket truck or something I assume.
