I am not going through 7 pages so tell me why the contractor can't just submit an estimate like he would for any other job he would be doing on your home? why does FEMA matter?

There couple be a number of reasons to choose or not choose this contractor to do the repairs, but the reason stated in the OP is not one of them...

The adjuster sets the baseline, not the contractor. Everything starts and ends with the adjuster...

As a GC that has done both, I will tell you that what you are describing vs dealing with insurance and a disaster like this are not nearly close to being the same.

So a contractor thinks a job is worth 20k and the adjuster says nah 15k? well why would the contractor take the job?

The adjuster will provide a detailed line item break down estimate. The contractor can then use it, if needed, to locate and identify missing items that should have been on the estimate. Much easier to compare apples to apples like this.
