I know. I wanted him to explain why he thinks it is, though.

That's typically referred to as insurance fraud.

No it isn't. Not even close.

I am not going through 7 pages so tell me why the contractor can't just submit an estimate like he would for any other job he would be doing on your home? why does FEMA matter?

Until he sees what FEMA is willing to pay because he doesn't want to leave any money on the table. How shady is this?

Shady % = 0.

What FEMA is willing to pay is also known as the market rate.

I bet when you negotiated for your salary you tried to find out what the company was willing to pay.

There couple be a number of reasons to choose or not choose this contractor to do the repairs, but the reason stated in the OP is not one of them...

The adjuster sets the baseline, not the contractor. Everything starts and ends with the adjuster...

I typically bid out multi-million dollar construction contracts several times a year. If I ever had a contractor respond to my request for bids with "How much ya got?," I'd never, ever consider hiring that guy. It's unprofessional and indicative of a lazy individual who will cut as many corners as he can.

How often do you deal with insurance claims?

I doubt that is how it went....I would bet there is more to the story and the way the conversation went that contrast what is in the OP

Never, but that doesn't matter. I'm not in the business of fraud.

As a GC that has done both, I will tell you that what you are describing vs dealing with insurance and a disaster like this are not nearly close to being the same.

So a contractor thinks a job is worth 20k and the adjuster says nah 15k? well why would the contractor take the job?

The adjuster will provide a detailed line item break down estimate. The contractor can then use it, if needed, to locate and identify missing items that should have been on the estimate. Much easier to compare apples to apples like this.
