Let us assume, the adjuster writes an estimate for $100k and $50k is paid on the first check. The contractor does the work for $100k then the insured is out of pocket the deductible. If the contractor does the repairs for $70k, the insurance is not going to pay out $50k when the work is compled they are going to pay out $20K.
Unless the government feels like throwing money around to make people happy, this is how it works. You do not get to keep the money if they do it for cheaper.
When I had some storm damage way back, I showed the contractors exactly what insurance said. I went with the contractor who gave me the most out of that number. Fixed items that were not damaged from the storm, but I wanted done.

Sure, your house you can do what you want. The insurance owes for like kind and quality. Insurance views it that you are responsible for the up charge. Sometimes the cost to change stuff isn't a lot, sometimes Xactimate pays more on some items that other items. The contractor really wants to see the bottom line to know if there is enough money to put the house back, while accounting for the scope of damages that the adjuster wrote. Many times it is not worth their time arguing over a few dollars.

When are they going to get privacy fence pricing in line with the market rate? I use XactPRM and always have to adjust fencing when submitting bids to my clients.

Would you rather a contractor be out working smart and being at homes making sure repairs are happening or sitting behind a computer duplicating the work of the adjuster? You have no idea how time estimate writing is...
It shows me that the contractor can see the work in his mind, has attention to detail and has thought through the variables and unknowns. I like that.

I would want the estimate done regardless of what FEMA says. They likely aren't going to pay for all of it, I will have to come out of pocket. Why would I have to wait for anything from FEMA for my contractor to give me an estimate?

Both. It totals to about a $5 per LF difference. They aren't the only ones. There is another software we use called RepairBASE and it's off too.

This is how it should work in an everyday world. If you were paying for some home repairs/upgrades a contractor wouldn't ask to see your bank statement or loan approval papers before giving you an estimate.

I have no idea how to get it corrected. I know they do monthly surveys to try and get correct pricing

If you cannot run your business without committing fraud, you should find another line of work.
The bid is what it is, and hopefully you've worked your profit into the numbers. If you want to defraud American taxpayers though, go right ahead.

That's typically referred to as insurance fraud.

I don't understand the interest in FEMA though. Every post on this board talks about how FEMA pays out the bare minimum for replacement costs and what not, and labor is crazy high right now, so is there really any chance this guy is going to submit a bid that comes in UNDER the FEMA assistance?
