No he wants to make sure you can pay your bills since you're relying on FEMA because you didn't have insurance. He doesn't want to waste his time

This doesn't make any sense. FEMA's help is highly criticized as being the bare minimum, so why would a contractor be worried about possibly leaving money in the table??

Estimate writing is part of a contractor's job and his investment to get work. That has no relevance on whether you should share a claim amount with him.

The contractor probably doesn't care if he gets your job or not. In situations like this he can choose his job/customer.

Why would you tell your contractor what FEMA is paying? I understand if they are way UNDER paying you could get them to assist you. But to me, you want to keep all parties separate unless completely necessary.
Frankly, if you get 3 bids for work and they are all above FEMA then that in itself I would think would be good to negotiate on your own.
I really don't see how your contractor knowing your FEMA payment has anything to do with his initial bid.

The way insurance is setup with depreciation withheld, there is no money to be made by the insured on repairs unless they are doing the work themselves.
Let us assume, the adjuster writes an estimate for $100k and $50k is paid on the first check. The contractor does the work for $100k then the insured is out of pocket the deductible. If the contractor does the repairs for $70k, the insurance is not going to pay out $50k when the work is compled they are going to pay out $20K.

I am trying to help explain the process, but some of yall are too dense to understand. You are the ones that are going to get fricked in the end of repairs because you didn't understand the system.

most contractors I know right now are waking up at 430 in the morning to work on estimates and dont get home until 8 or 9 oclock at night after supervising jobs and meeting with homeowners giving quotes.
If they arent then they are probably lazy and you dont want them to do your work anyway.

See my answer above. You want the contractor to handle fix all the stuff that the adjuster pays to repair, 3 people can look at damages and 3 people will estimate different scopes of damages to repair the same home. The adjuster will give a starting point, those damages might be all encompassing or some items might be missed that need to be added to the estimate.

The contractor probably wants to know how much his FEMA budget is because if he's only going to be getting $15k back from FEMA and he knows there is at least $80k in damages, plus he knows the OP doestn have insurance, where is the rest of the money going to come from?
He doesnt want give a quote to someone that may possibly not be able to afford it and use that quote to shop around
