Incorrect. Foia requests in 1980s discovered they had cracked all Japanese communications. After the documents were discovered and the book was written disclosing this, the documents were removed from the public.
There are also soldiers who came out and admitted to this.
Plenty of info of you are willing to search for it.

As I mentioned, he held oil from Japan. There are people (historians) who believe he held oil from Japan hoping it would provoke them. He wanted to get into WWII, but popular opinion wasn't on his side.. While he might have expected some type of retaliation, it is likely he didn't expect it to be as severe as the bombing of pearl harbor.

The United States likely knew that an attack was potentially coming, but I doubt they knew it with specificity. The United States did not necessarily need Pearl Harbor to happen because of the Japanese attacks on other U.S interests (primarily the Phillipines) on December 8th.

That theory has been debated since 41. The yeas say FDR knew the USA would not enter the war unless something like Pearl Harbor happened ...............and Europe was lost if we didn't.

Saw a documentary several years ago that he didn't know but Churchill did and didn't tell him because Churchill wanted the US to enter the war.

If I remember right there was in expected incoming flight of B-25s from California.
I think the radar people may have confused this B25 flights with the Japanese.
The radar sighting was reported to officers. Also early days of radar where they weren’t sure of what they were seeing all the time.

Pearl Harbor: Warning and Decision is a good book on the topic. I read it back in college, so my memory is a bit fuzzy. But as I recall, they were capable of understanding Japanese communications/code, but the intercepted messages were rarely/infrequently, "we attack at dawn with the fleet," so even though we had the right capabilities, the transmissions were, very appropriately, limited.
What is particularly fun that I learned from that book is that
1) carriers were out to sea which left the Japanese fleet nervous
2) the attack should have been in 3 waves. The first two were devastating, but our fuel supplies and repair yard were the target for the 3rd wave which was never carried out because of the threat of US Carrier Assault which, if memory serves, was essentially not a possibility, and had the Japanese carried through like they planned, the US would have had a very, very different approach to the Pacific Theatre.
Another thing I found interesting was when looking at reported loss of every (8) battleship, 6 were returned to service.
More importantly, battleships were WW1 technology and were not so technically vital due to the aircraft carrier.
