Your title is incorrect. This isn't just for transactions exceeding $600--it's for any bank account with a balance over $600. Very alarming.

Here you go. Page 88, first paragraph under the "proposal" section:

transactions with a foreign account, and transfers to and from another account with the same
owner. This requirement would apply to all business and personal accounts from financial
institutions, including bank, loan, and investment accounts,2 with the exception of accounts
below a low de minimis gross flow threshold of $600 or fair market value of $600.

I don’t see any viable reason anyone should defend this unless they personally gain from that law. Congress is full of chodes.

What is scary is that I routinely move amounts under $600. There is likely some sort of structuring crime now that would allow them to freeze and seize my bank accounts.

If your annual gross flow is $600.01 it gets reported. Or if you have an account worth that much. This will impact almost every person with a job.

Every republican candidate will have their bank accounts combed through and information leaked. Did a candidate travel for work? Lines of women will line up with dates exactly matching hotel stays alleging sexual advances.

Remember the IRS during Obama? How many left wing non profits were investigated and audited? How many officers or donors were threatened with audits? It will be the same thing, but exponentially worse snd one sided.
