We are supposed to be worried about declining birth rates, and at the same time considering how to implement UBI to make up for the lower number of jobs due to AI?

The declining birthrates are of the producers... UBI will be for the benefit of the eaters.

Japan's seriously declining birth rate / population has resulted in a variety of new policies to encourage larger birth rates: a family with 3 children gets free education, for all , through college; flights within Japan the 3rd child flies free; and significant medical care cost reductions for the 3 kids.

I like this.

Countries should invest in their native population.

Yes, because if you don’t even have enough kids to replace your population numbers then your population plummets and collapses within a few generations. That collapse takes your society and nation down with it.

That’s why nations such as Russia and Japan have recognized that and have implemented policies to get the low birth rates turned around. They’re fighting for their long-term survival and existence.

Don’t worry we’ll let in millions of illiterate foreigners to offset the birth rates

Less kids + Good Parenting beats More kids + Bad parenting

Nation’s decline is faster with latter.

These kinds of programs work in high-trust societies, would fail miserably here in the United States.

As far as UBI, that is a certainty at some point in the future once we have a few things in place such as nuclear fusion and quantum computing.

I'm not advocating for or against any of this, but the reality of our situation vs theirs, this would get very sticky. Being blunt, we'd need these incentives to be geared at the middle/upper middle class families and above. We have incentives in place right now for having kids but the lower class are really the only main ones that get any true benefits around it, but it also isn't helping grow a really productive segment of society. It is just growing a larger and larger dependency anchor.

I also know there is no way something could get passed here that was specific incentives like that for the middle/upper middle class so I really don't know the viability of such incentives in our society. We have a very lazy populace.

Wonder if they will just let me, my wife, and 3 kids to just show up and claim economic amnesty so I can enroll in these programs

Here's an idea, make the child and dependent care tax credits worth something remotely what it takes to actually raise a kid.

That’s an interesting claim and worth discussion, but I think this is a topic that requires deep analysis.

I watched a video of demographers discussing in detail the hows and whys of the devastating effects of low birth rates, and its grim.

Like many natural phenomenon, the effects are slow at first with many confusing signs, and then followed by a rapid decline.

An example of this is that many urban centers will probably flourish for a short period of time as the rural towns collapse.

That doesn't really address my point, but go for it.
