You'll have to forgive me for not catching the nuance in this post, then:

I honestly think they're just that incompetent and think this is just how shite is done. They probably had this check in a stack with a dozen others, realized the rest had been made out to the PAC, and didn't want to catch any shite from the bank teller so jotted in the rest. Probably had no realization they just committed check fraud.

I never said it wasn't fraud, Amar has already been caught by the audit using tax payer funds to campaign for the PAC.

I certainly think they did, but I don't think anyone can prove it.

I don't think it's so far fetched for some desk employee at this place to think it's no big deal to alter a check so that it says the name of account it's being deposited to, and that all donations go in this account because it's all COA's money. You or me would never be that dumb, but that's my point. I think this place was essentially being run like a highschool booster club.

Eh, there isn't an effective way to say they were doing what exactly when.

Oh, I don't doubt that either. It's still fraud to alter a check.

I find that to be so unlikely that I wouldn't take the possibility seriously. It just isn't really possible. Even the most rudimentary desk employees that handle checks (and even those that don't) know that you can't alter a check. Period. No one will ever believe that someone didn't know that. If that is the excuse, the person doing the altering is going to jail. Simple as that.

The better alternative is to argue that Delgado told COA to make the change to the check--that the alteration was authorized. Sure, you get into a swearing match with JD (and now you have the facebook post where he doesn't remember much about the check), but at least you aren't going to automatically get convicted.

Even if that desk worker is Cece's cousin Rayneece who left Burger King to take this job and has never been tasked with handling checks in her life? Yes it's still fraud either way, yes they still get jail time, I just think some of y'all are giving these people too much credit.

That's actually very little credit. It also may not be bank fraud if it isn't knowing.

I think the likelihood is that, if this was done nefariously, it was done by someone at COA. There's no way that PAC would risk so much for so little money. I bet someone at the COA is going to get a serious arse chewing from the PAC office.

There is no PAC office it's one in the same as the COA

If that's the case, then is that using public resources for campaigns?

Bingo. The juice isn't worth the squeeze. Now if it comes out that 50 other checks were altered in a similar fashion, then that changes things. As it stands though, no one stood to gain much from this particular check being altered to go to the PAC instead of the COA. Hell COA could have just deposited the check to the right account and then just bought the PAC 250 worth of campaign materials.

Fraud for altering the check, uttering if knowingly passing a fraudulent check
