I don't think it's so far fetched for some desk employee at this place to think it's no big deal to alter a check so that it says the name of account it's being deposited to, and that all donations go in this account because it's all COA's money. You or me would never be that dumb, but that's my point. I think this place was essentially being run like a highschool booster club.

I find that to be so unlikely that I wouldn't take the possibility seriously. It just isn't really possible. Even the most rudimentary desk employees that handle checks (and even those that don't) know that you can't alter a check. Period. No one will ever believe that someone didn't know that. If that is the excuse, the person doing the altering is going to jail. Simple as that.
The better alternative is to argue that Delgado told COA to make the change to the check--that the alteration was authorized. Sure, you get into a swearing match with JD (and now you have the facebook post where he doesn't remember much about the check), but at least you aren't going to automatically get convicted.

Even if that desk worker is Cece's cousin Rayneece who left Burger King to take this job and has never been tasked with handling checks in her life? Yes it's still fraud either way, yes they still get jail time, I just think some of y'all are giving these people too much credit.

I think the likelihood is that, if this was done nefariously, it was done by someone at COA. There's no way that PAC would risk so much for so little money. I bet someone at the COA is going to get a serious arse chewing from the PAC office.

Bingo. The juice isn't worth the squeeze. Now if it comes out that 50 other checks were altered in a similar fashion, then that changes things. As it stands though, no one stood to gain much from this particular check being altered to go to the PAC instead of the COA. Hell COA could have just deposited the check to the right account and then just bought the PAC 250 worth of campaign materials.
