In general terms yes, but in this case not so much. There's a mountain of evidence that's been well covered to suggest these people had no idea that the PAC and the COA weren't the same entity or why that's wrong. I'm not defending it in any way, i think they should purge the entire COA and charge everyone involved. Still, altering a relatively small check from someone who doesn't support you politically and probably checks their bank statements screams incompetence to me, not some highly organized money funnel.

do we have odds on who within the City government is going to go down with this? I have a feeling Hillar could find money being laundered all the way up to the city judges and maybe even the head of the city.

Every other candidate for office contributed to that PAC during the election season. I'm sure it delivered lots of votes. Did John do it on purpose? I wouldn't fault him if he did.
If John's check was altered, I'm sure others were also. That's worth checking out.
Either way, the COA has no business accepting public funds while being that close to a PAC. It screams impropriety.

I never said it wasn't fraud, Amar has already been caught by the audit using tax payer funds to campaign for the PAC. The fact that she still has a job amazes me. Still, I think that this just supports the even more alarming mindset throughout this organization that they and the PAC were one and the same, that all the money could go in one big pot because they're so grossly incompetent they don't recognize donations and tax derived funds from a plubic entity cannot be used as political donations.
