Altering who a check is addressed to requires more than incompetence.

In general terms yes, but in this case not so much. There's a mountain of evidence that's been well covered to suggest these people had no idea that the PAC and the COA weren't the same entity or why that's wrong. I'm not defending it in any way, i think they should purge the entire COA and charge everyone involved. Still, altering a relatively small check from someone who doesn't support you politically and probably checks their bank statements screams incompetence to me, not some highly organized money funnel.

I'm assuming when you hear hoofbeats you assume unicorns. Is that right?

do we have odds on who within the City government is going to go down with this? I have a feeling Hillar could find money being laundered all the way up to the city judges and maybe even the head of the city.

I could easily say the same thing about people acting like this series of utterly retarded frickery where every single misstep is seems to be dumber than the last is actually the workings of some sophisticated political machine.

Who said "sophisticated"?

It can be a machine, just a shitty I'll-functioning one.

The evidence we have now is an altered check. Your assumption is incompetence. How the frick is that the most likely scenario? Unicorns. That's you.

Yeah man, totally. I'm sure they thought the magic ink would disappear too before anyone caught wind of it.

However, first there must be a committee formed to discuss ways and means of implementing such training.

Witness: We saw a man that looked like the defendant exiting the vault with a bag of money with a dollar sign on it.

TheDrunkenTigah: Strikes me as incompetence. There is a mountain of evidence to suggest that the defendant didn't recognize what a dollar sign was and didn't know you couldn't take things from a vault.

That's why people are terrified of a jury of their peers.

I'm really just messing with you, though. I think that the indices of fraud are present. I'm pretty sure that most people are going to agree, assuming Delgado's assertion that it was altered is true. Who goes down for it? Probably some low-level flunky unless they sing.

Every other candidate for office contributed to that PAC during the election season. I'm sure it delivered lots of votes. Did John do it on purpose? I wouldn't fault him if he did.

If John's check was altered, I'm sure others were also. That's worth checking out.

Either way, the COA has no business accepting public funds while being that close to a PAC. It screams impropriety.

Everything they get busted on is an honest mistake. Eventually it boils down to either incompetence or corruption. Neither are good attributes of leadership.

When they say they're ignorant, we all believe them. Maybe we're part of the problem.

I never said it wasn't fraud, Amar has already been caught by the audit using tax payer funds to campaign for the PAC. The fact that she still has a job amazes me. Still, I think that this just supports the even more alarming mindset throughout this organization that they and the PAC were one and the same, that all the money could go in one big pot because they're so grossly incompetent they don't recognize donations and tax derived funds from a plubic entity cannot be used as political donations.
