it's one of those things where if there are issues, if people below roll on people above them, then the investigation will expand and it's hard not to communicate in ways that can be traced. the last thing you want is a legit federal investigation/prosecution because you can't control where that goes

Should be easy for them to investigate...
The bank should have images of any checks sent to the PAC. The Feds can subpoena them and look for anything fishy along with confirming with the contributor whether the money was intended for the PAC or something else.
I have a feeling there will be a ton of $250 checks from that chef thing which ended up in the PAC account.

I don't know if I'd go that far. Delgado had a chance to vote against putting the tax on the ballot, but the shuffleboard crowd scared him from doing it. He's jumping on board against the COA now that there's blood in the water.

the limitations of the fraud charges are how "high" you can go. again, we just saw what it took to convict Corrine Brown (TWO of her underlings taking pleas to testify against her). fraud is individualized and the higher ups can always just claim ignorance and that it was a rogue subordinate (or 2)
so unless, for instance, Tarsha edited this check herself, they'll have to get the person who did to take a plea deal and then testify that they were ordered by her to do it. she will then have a defense that they're the one who did it and are just trying to save their own skin
