We generally do flyovers at 500’ AGL.

Having participated in several airshow demos, stadium flyovers, missing man flyovers, I'll say they looked low to me.
Every major sporting event now will have an FAA Temporary Flight Restriction (TFR) posted governing flight operations within a certain radius of the stadium. I assure you that the military units conducting the flyover have been briefed by the FAA on everything from soup to nuts, certainly including max speeds and minimum altitudes to be adhered to.
That said, the FAA does not necessarily have the authority to discipline you for breaking the rules, but the consequences for intentional disregard can still be stiff. Generally speaking, if you piss the FAA off enough it will get back to your service and they may decide to hammer your tits. The services certainly do not want the bad pub of some yahoo crashing a military aircraft into the stadium. The Navy has a "Special Instrument Rating" that allows you to takeoff with essentially zero visibility. They only give it to you once they are convinced you are smart enough to never use it. That's much the same thought process that goes into certifying someone to lead a high vis flyover. But sometimes dudes slip through.

They regularly do this type of thing at Nascar events and I've never heard people bitching about it.

Senior year at Auburn in 80's. Army and Navy ROTC had an event on drill field and the fighters came over from Maxwell. By that I mean in afterburner at about 200 feet above the field. The old chem eng building has 8 foot windows that were open and I literally jumped out since I figured the Russians had arrived. The real fun was in Haley Center which has classrooms with no windows. Several veterans and some professors who had been in the service hit the ground immediately.

Coolest flyover I ever saw was at a Blue Angels event at SeaFair in Seattle. They have your attention looking up and left, and BAM, from out of nowhere comes the other guy flying from the the right, just feet over the lake, throwing spray. I gotta find a video, but it was from 2000-ish, so it was big foot quality.
