Obviously China wants us to not invest in the future so it can win. ALSO, we can have legitimate gripes about them.

You should probably be less sure since you claimed Coal use was going up and this graph pretty clearly shows that the share of coal generation as a source of power compared to total generation is going down and has flatlined since around 2022-2023

Negative press on data centers is nationwide. It's not just "this specific data center, in this specific community, is impacting it this way and local residents are fighting against it" that you see with your refinery example.
It's "Datacenters are evil!" across the entire country.

The handwringing over data centers is ridiculous. Early on there was issues, but for all intents and purposes the water and energy problems have been resolved. If there are noise issues, these can be remedied by putting them in industrial or relatively remote locations.
The bots combined with poor messaging from the AI industry could result in ramifications we may regret.
