It's not illegal to cross a solid white line. It's illegal to cross a double solid white line or a solid yellow line.
But yes it is illegal to switch lanes in an intersection.

"Blind spots" is a pet peeve of mine, something I figured out all on my lonesome, and later searched on the Interwebs and found out I was right. The standard way I was taught to adjust mirrors is dead wrong and actually creates the blind spot. Here's Click and Clack on the subject:

No person shall turn a vehicle at an intersection unless the vehicle is in proper position upon the roadway as required in R.S. 32:101, or turn a vehicle to enter a private road or driveway, or otherwise turn a vehicle from a direct course or move right or left upon a roadway unless and until such movement can be made with reasonable safety.
Obviously the "with reasonable safety" part of this statute was not met if he hit you. Just MHO though.
FWIW - What you did wasn't illegal, but damn dude you just never know what the other person will do. Play it safe and wait for both lanes to be open. It's not worth it.

Same here. If you adjust your mirrors correctly you won't have them. It drives me crazy when I see people have their rear view and both side mirrors all pointed directly behind them. Why do you need three mirrors all pointed to the exact same spot? Side view mirrors, as the name implies, should be adjusted to view what's on the side of your vehicle. Pops actually thought me the correct way.

I'm trying to visualize this. So the van is in front of you, correct? You're in left lane, he's in left lane somewhere in front of you, you (presumably put on your right blinker) and jump into right lane to turn. You're 90% of the way into lane, he does the same thing, and you hit him from behind?
I'm a little surprised the cop didn't give y'all both tickets for the same offense. Only takes two seconds to drive 90% into another lane off traffic, so you had maybe a two second lead on him. Seems like maybe you were still checking for incoming cars from behind and hit him.

Progressive is notorious for not paying. A girl slammed into my FIL's truck while he was stopped at a red light. He needed neck surgery and a new truck. They tried to argue that their driver wasn't in the wrong and they didn't have to pay. Call your insurer, they will take care of it or at least should.

Wrong, you can definitely cross a white solid line legally. The thicker the line, the more cautious you should be when crossing it. It's illegal to cross a double white solid line, though.
