re: Causeway's $40M safety railings weren't installed correctly

Just on FYI on the original Railings.
The entire deck sections (with railings in-place) were built in Mandeville at the now-defunct Mandeville Prestress (think Sunset Pernt for you who know the NS).
They SHOULD have had decent uniformity in the construction as they were doing it in a fairly controlled environment, not out in the middle of Lake Ponchartrain with traffic on the span.
Here's an aerial pic from ~1954-ish of the original span's construction:

They are. TLC can not do this project. Amazon only allows GC's who done similar size projects to bid on it. There is not a GC in Baton Rouge or New Orleans can handle this.

i can tell you first hand the owner of JB James and his "VP/operation manager" are both the definition of assholes/crooks/short cut takers/etc. I am shocked he is still in business.

Here's a cost savings, cut the "Causeway Police". Talk about unnecessary. Let LSP patrol it and have a fleet of Roadside Assistance trucks ready to go.
They are not about 'saving money'. The Causeway Commission's whole game is to keep operating costs high so they can justify the perpetual, overpriced tolls and the higher ups keep their jobs. It's all a charade. Next time you're about to get on the bridge on the Mandeville side, just look at that whole complex that they have next to it, and tell me they really need that many people running a straight-shot bridge. That doesn't even include their off-site maintenance facility. I don't care if it's 24 miles long or not

In fairness, they sometimes do the right thing 50-60 years late when it comes to infrastructure.

In fairness, they did epoxy those cracks together which I'm almost positive will keep the bridge from crumbling over time.

if JB James Construction is the same group that was James Construction and currently operates as PSC (Primoris Service Corp) then yes it's the lowest bidder and that whole company can GFT.

Why are they still paying toll attendants to man the booths? A license plate system would be better, and that's how they collected during the quarantine shutdown.

It's absurd how many of the players in the game are allowed to screw up and continue to be given awards anyway.
This is the part that really breaks the system, from what I’ve seen/heard.
I get the idea of going with the lowest technically qualified bid in principle. We are talking about taxpayer dollars, and the idea is to keep brother-in-law deals from fleecing the taxpayers.
But what happens in reality is that the contractors that frick up constantly still get brother-in-law deals - it’s just a different kind of deal. Instead of getting the government to pay more for the contract, they bid the job cheap then cut corners to increase their margin. If the state would pursue every liquidated damages claim available, refuse to issue change orders for rework/stupidity, and black ball contractors who do a shitty job - the system might actually work.
But they don’t. All of these contractors have friends in the upper levels of DOTD that will squash any attempt to force them to actually complete projects on time, in a technically acceptable manner, without change orders. They’ll frame it internally as if they can’t play hardball because nobody will want to work with the state. But the reality is that nobody wants to work with the state because the handful of contractors who have friends in high places are able to low-bid jobs with impunity. Which makes it impossible for anyone else to win jobs without underbidding themselves.
