Mexican drug cartels are known for their ethics. No surprise here.

This is all about profits.
Fentanyl is extremely lucrative, so someone is paying them for this.

Wow. So incredibly ignorant. You think China is selling fentanyl directly to US consumers?
Currently, China remains the primary source of fentanyl and fentanyl-related substances trafficked through international mail and express consignment operations environment, as well as the main source for all fentanyl-related substances trafficked into the United States.

They are still going to push their big profit makers.
Their big profit makers are extorting legitimate businesses (avocados, lemons, limes) and human trafficking.
The drug business isn't what you think it is these days.

It’s because they are getting way undercut by the Chinese and aren’t making money off of it.
The Chinese city of Wuhan is known as the fentanyl capital of the world. 99 percent of the fentanyl is coming from precursor drugs from China, and then it’s manufactured by two cartels, the Jalisco and Sinaloa Cartels
The majority of fentanyl is mass-produced in Mexico using chemicals from China before being pressed into pills or mixed with other counterfeit pills made to look like Xanax, Adderall, or oxycodone.

Trafficked via where? Mexico, perhaps? Via the very cartels cited in OP, perhaps?

Mexican criminal groups — principally the Sinaloa Cartel and Cartel Jalisco Nueva Generación (CJNG) — source fentanyl, fentanyl precursors, and pre-precursors from China. In Mexico, they synthesize the precursors into fentanyl. Sometimes they traffic finished fentanyl to the United States in an unadulterated form; other times, they mix it into other drugs, press it into pills, and traffic such fentanyl contraband to the United States.
Some 90% of fentanyl seizures occur in legal ports of entry.
Mexican cartels predominantly hire U.S. citizens to smuggle drugs across the border; U.S. citizens represent more than 85% of those convicted of fentanyl charges. Drugs, such as fentanyl, are frequently hidden in concealed vehicle compartments driven by U.S. citizens with U.S. license plates. Traffickers also extensively hide fentanyl and other drugs within legal cargo entering the United States through legal ports of entry.

would seem like selling a product that kills your customer base is bad for business.
They also don't want to give ammo to people who want a secure border.

CIA might be behind this.
"Stop with the fentanyl and we'll allow a few drug routes to open up. If you don't stop, we're coming for you hard."

Exactly my thoughts. Addicts buy drugs. Corpses don't.

I'm other news: the banners hanging over roadways have been replaced by member of the prosecuting attorneys office. No word yet on who is to blame for the hangings

Oversight drug committee doing work. I love that their memorandums and announcements are simply hung from an overpass. Whether it be banner or dead body, the message gets across
