It gets ice cold once I've been driving without stopping for a while.

It’s a Kia, that’s why.

Try adding more blinker fluid

There will usually be a small difference in temperature moving vs standing still since there is much more heat soak.
Likely what you are seeing is a system that is low on refrigerant. It is pretty easy to deal with yourself as long as you haven't developed a bad leak. One note while it is easy to do without having to think about it in the deep South running your air a few minutes every 3-4 weeks in winter will help keep the seals pliable. Again in LA you usually have to run it at least every few days even in winter.

AC fan motor may be going out. Gets cold when running because it doesn’t need the fan for that.

I've read some things about the radiator fan helps cool the freon and if it's not kicking on and you aren't forcing air over the ac by driving then it'll stay warm

Put your windows down for a minute to let the hot air out.

It’s 75-80 degrees outside. Why the hell do you need to be burning AC?

check evaporator temp sensor.

See if your electric condenser fan is coming on. At idle, you don't get enough cooling, but at speed, your condenser is working properly due to the natural air flow through it.

99% chance you are low on Freon...get it checked before you waste any more time.

Hmmh. Was going to answer that you've got an old BMW which was made in Germany.

Blow out the radiator to allow better air flow
