Can $20K buy me a nice used truck?

I could, but I'm pretty easy to please when it comes to a vehicle.
For only driving 5k miles a year, I'd look for a well maintained Toyota Tacoma. Even a well maintained, high mileage one will give you some good years.

I just bought an 08 4x4 Silverado with 120k miles, LT package with leather seats in very good condition for $9k so yes.

Nice = Luxurious with lots of features or clean and highly dependable? Used Taco in good condition should be doable at that price. A used Ridgeline of equal price will probably be "nicer" as in more space and features and by all account more dependable.

The radiator issue was fixed. It can tow 7500lbs or so. And is reasonable to buy.
