I've heard that collar stays are fancier and buttons are more casual.
Does it really matter or is it just personal preference?

Button down collars are generally considered more casual.

I am a button guy. But I am also not necessarily fashionable.

Buttons are more casual
You probably shouldn't wear them with a suit & tie

Other than just having a backyard BBQ or going to a football game, collar stays 100%. I hate when I see people wearing a tie and a button down.

If I'm wearing a tie, no buttons, only stays.
If I'm not wearing a tie, no stays, only buttons.

Pops always wore no button. Double starch. shite was fresh. I guess I prefer the casual look. I like the buttons. I think it really depends on the shirt. The one no button shirt I have. If I don't have a tie and top button done it looks like some Saturday night fever shite.

It's not casual vs. dressy, it's old school vs. new school.
I'm old school but in my 30's. I wear suits often and will always have button down collars. I don't like collar stays

Buttons with tie
Stays no tie
Nowadays I don't wear as many ties. Don't see point of the button without a tie

Collar stays are my preference, tie or no tie. Button downs are slowly going the way of pleated pants

Both are appropriate for business attire.
A button down collar with a tie is perfectly acceptable, but is certainly more casual. I still rock one on certain occasions. I think it can look great with a striped tie and a tight four-in-hand knot, just as your photo shows.
I usually wear a semi-spread or spread collar to work.
Avoid a point collar is my only advice.
