During baseball season I was eating at the Taco Bell, maybe it was the one on Burbank but I’m not 100% sure. I was the only one in the restaurant so it being not busy, no one was working the counter. I saw a bum come in from outside, find a cup in the trash, go pour himself a drink, and then sit down to read his newspaper that no doubt was going to double as his blanket that night.

The problem is that if you haul them off to Parish Prison, they will be out by morning and back to the same spot. This happens all the time. That's why the cops don't mess with them anymore.
The only way to end it for good is to bus them to the other side of the country.
