For comparison, Louisiana has a law saying any property held by any governmental agency has to give it back within a year of initial possession.

There is a lot of stupid crap in this thread especially by Salmon, I don't know if you're trolling or just a moron with no heart.
Anyway, point is, someone else has their dog. Get it back.
Force, social media, law enforcement, who cares.
I'd get all dog papers, old pictures with the dog as early as possible, speak to an attorney. Have the lawyer send them a letter on his attorney letterhead and see if they cave.
If they don't I would look to social media and start a HUGE campaign against them like the one that seems to be in process. I'm talking protest outside on the street in front of their house.
None of that works? Go to extreme measures to get him back. My Forensic Files binges I'm sure would help me in this.

so what would happen if the shelter killed the dog?

They rescued the dog two to three years ago and have a hundred pictures of the dog living with them, playing with their children, and napping in their home.

and if a person cares this much about their dog, it would seem to me they would take the very simple step to have at least the most basic form of identification on the dog

If so, call the cops, and I don't see why you wouldn't have your dog back really soon.
My guess is they don't have papers, in which case, that's on them for not protecting themselves from shitty people like the one who won't give the dog back.

I grew up in rural LA and all of our dogs roamed free as well, but we always had collars on them with proper identification and when we left for long periods we put them in a pen (this was before the days of chips)
its a shitty situation but it could have been prevented with some very basic pet ownership responsibilities

Yes.
But in this case, the dog would have been deemed abandoned since it had no identification and no one claimed it within the 7 day period.
If the owner does not claim the animal within those 7 days, it is considered forfeiture of the animal.
