After she gleefully revealed that NOLA did, in fact, have barriers to stop the vehicle from going into the crowd, she had the camera focus on them and showed them that "now" they were up.

No, you weren’t. You were given facts and told that crime is significantly down in New Orleans and that the homicide rate is on pace to match a 50 year record low. No one ever stated or implied that murders have ceased in New Orleans. It’s a fact that murders are significantly down over the past two years. You can downvote this all you want.
Anyway. This is a tragic, senseless murder. The murderer should have never been out in the first place.
