Breakdown of Who Is Littering In Baton Rouge?

Anyone that drives Airline, Sherwood, Siegen, Jefferson, etc sees how bad the littering has gotten. You see everything....fast food bags, beer cans, whole trash bags of stuff, etc. For those that drive these parts regularly and have seen who the culprits are, what percentage would you put on who is responsible out of the following?:
-Homeless meth addicts
-Whites (Non-homeless meth addicts)
-Blacks (Non-homeless meth addicts)
-Hispanics (Non-homeless meth addicts)
-Other (Non-homeless meth addicts)
-Homeless meth addicts
-Whites (Non-homeless meth addicts)

We need laws against littering.
Right after we pass legislation to make sure pet owners spay/neuter their pets so we don’t have so many shelter pets.

Generally a lot of littering is by the element who lives there rather than the element who visits.

I’ve seen every race, sex, and income level (by vehicle appearance) litter. It’s fricking disgusting. I blame the police for not enforcing the laws.
But I blame those citizens of this state that are so fricking trashy and have so little respect for themselves or others, that they casually throw trash from their vehicles.

I'm going with homeless meth addicts here 80+%, no need to get fancy. They are equal opportunity litterers and beggars. If it isn't going to get them more meth they dgaf.

Anyone that's lived in Louisiana for a decent amount of time knows that it's an all-around effort. It's not even a poor or rich thing.
