I have cousins and nieces/nephews younger than this who are on Facebook. Beyond that, there are plenty of social websites touted as safe places for kids, so I can't imagine it would be that difficult. On that Dateline show "To Catch a Predator," the Perverted Justice organization used Yahoo Chat, something a lot of us probably forgot existed.

That existed in the Middle Ages but they used a red hot poker. I am hoping we have moved beyond that. Unless ISIS takes over that is.

How in the hell did he get the images to begin with to blackmail/extort them? Did they send them to the guy or did he find them on the deep web or some shite?

The article says he pretended to be a young girl to get them to send the initial images (how, I have no idea), and then used those images as blackmail to get more from them. I assume the first images were tamer but still not something the victims would want to be sent to their parents/classmates. I'm sure he spent a lot of time trying to find poorly parented, attention-seeking girls who would take the bait.
