Dude, it's an ad trying to raise awareness for aids and to get people to get tested. It makes sense to put a gay couple on it because there is a much higher risk within that community, which is the main community they're trying to reach.

its a place to put ads up people pay for, the billboard companies dont give 2 fricks what the ad says or promotes as long as the money for it gets paid.

Exactly. I worked for a large outdoor company back in 2003. Unfortunately, PETA was one of the non-profits we were contracted with to fill random empty spaces. The hate email we would get on a daily basis was nuts. Sadly tho, they didn’t know that they really needed to be emailing PETA and not us bc we didn’t give a shite what was up there, as long as we were making $$$ and it wasn’t gory or graphic
