Looks like Chinese on the billboard above the building, but the phone number looks like English

Maybe. That white van is right behind it though so he legitimately could have had a green arrow and the speeding bike ran the light.
You also see the white car in the left of the frame come to a complete stop before the bike speeds by suggesting that there was a red light there.

Nope. Semi was going through at the start and the cammer's light comes up right after the wreck.

Definitely looks like a yellow situation but that car was probably in the turning lane.
Could be ruled 50/50 I suppose.

It's pretty common worldwide to use Arabic numerals, especially in phone numbers. You'll see it all over the world
