You're a brash poster but when is the last time you tried this? People don't understand the differences now.
You will not get this through the US Eastern District review(New Orleans Office if you're in BR).
You don't just go to a judge in BR anymore and say
"I beez pooor and here's my pay stubs and here's my list of creditors and balances."
They will scrutinize 2 years of your bank statements and ask about deposits and large withdrawals. Spending habits. etc. They will DENY your arse if they see you spent $400 a month at Bulldog for the last year while not paying a creditor. It's NOT easy anymore.
You WILL have to appraise(self assess) everything in your house and get rid of or pay for shite that is excessive like two cars, a boat, etc. They will come see you if you have a boat/nice tool shed, etc.
They literally made me pay $1200 for my shitty pizza delivery car b/c I had an SUV as primary. Funny thing is they valued it at $2800. I went to legit mechanic to give me work order for all the work it needed to get US District to accept that car wasn't worth $2800.
They will make you pay ALL of that before accepting your discharge petition. You will pay for your Xbox, your 2nd TV, EVERYTHING.

Some states make you file chapter 13 now days, where you make arrangements to pay your debtors back over a certain time period

Seems odd considering bankruptcy is federal, not state. There is a test/formula to determine if you qualify for chapter 7.

The states control the exemptions and shite that make one or another chapter more attractive/feasible.

Sure, but no state forces one to file 13. If you pass the means test you can file 7. Sometimes there are strategic reasons to file 13, even if you qualify for 7 and sometimes an unscrupulous lawyer might suggest a 13 over a 7 because he makes more money in a 13.

Right but he may have misunderstood that it's just alot harder to file 7 based on a certain state's exemptions compared to another state. Not sure either but yea it's not black and white for sure.

the availability of a ch. 7 is much more about your income than state exemptions. if your income is too high, you cannot file a ch. 7.
