From the research I've done it seems that a majority of the drivers that receive citations via the Baton Rouge Red Light camera program don't pay.

My question is if I don't pay will I take a hit on my credit score??

No. It will increase your credit score.

Don't pay. It's unconstitutional.

Don't pay. Local officials even encouraged the public not to pay.

No. They are not reported to creditors, insurance, or courts. Only the private company has the info.

send them back a pic of cash along with a thank you note and a bill for your wasted time + postage.

I have several that are a few years old (thanks to my wife's car being registered in my name), and I have seen my credit report multiple times. Not on there.

I didn't pay,

I even called the number on violation letter and requested that they stop sending the notification.

I never received another one and nothing happened.

ProTip from a former collections expert that averaged over $3 million/month collected debts from both individuals and businesses. NEVER, ever even respond in any way, shape, form, or fashion unless you are going to pay.

Let them send mail, leave voice messages, etc., never sign for any receipts unless you know the content of said packages ahead of arrival. The lack of any contact means they have very limited info to base any further actions against you. Think any company or individual is gonna spend thousands on an attorney to sue you based on old info when they are already in the hole on current debt owed by you? Not hardly.

Your credit report will clear in 10 years maximum, usually 3-7 years and a single or couple of negatives doesn't mean much during the wait (score rises as the negs age too).

What if I want to be petty and troll them like the guy who suggested sending them a photo of the cash and a bill for wasted time? Any negative consequences?

Yep, you just verified: contact info is correct, debt is acknowledged, ability to pay.

Small claims is cheap and representative of the company can show up with the correspondence and obtain small claims judgement for either lien against vehicle ticketed or garnishment of employer paycheck or credit ding at the least. After all, if dumb enough to verify the contact info can easily get person to give more info in court when nervous in front of judge and unfamiliar environment.
