Can somebody find 1 place from pg 135 to 145 that places any part of the blame for the current state of NBR on the current residents of NBR?

The fact that that section is endorsed by the bishop is absolutely staggering. I can see Sister Judith endorsing it as she is a well known hard left feminist. But that section is an SJW Mein Kampf.

I wonder if the insurance for a business in NBR would be high? Based on lawsuits, theft, riots ?

They're under the far too common delusion that money fixes everything. It's simply not true and if it fails, guess who's going to get the blame yet again.

Is there a vote coming up for SBR to break away and form St.George? Or is it still in the works?

He is incapable of viewing any issue outside of the lense of racism. When you're a hammer, all you see are nails. However, with that being said, he's not all wrong about everything. Red-lining and racial covenants were a real thing that had a major impact on black communities...40 years ago. The problem is that he fails to see that while African Americans were dealt a raw deal, much of their community struggles today are either:
A. self-inflicted
B. shared struggles that all poor populations face
The problem is that when one approaches issues like that only from the perspective of race, they cannot fix the issues not stemming from race, and the glossing over of those other factors often makes them worse, like painting over rust. The surface shines, but the inside rots.
African American communities are being sold a bill of false goods. They are being propagandized to ignore the obvious solutions like self-education, work-ethic, personal responsibility, etc and are instead having all of their energies wasted, tilting at windmills while the real monsters steal their tax dollars and their children's futures.
There are real problems in the African American community:
The War on Drugs destroys black youth and renders millions unemployable.
Too many children born out of wedlock, destined for poverty.
Our entitlement systems trap young mothers and unskilled workers by giving them just enough to get by and punishing them if they try to strive for anything more.
A lack of emphasis on education in the home causes children to go to school not wanting to be there. Those children then ruin the education of those there who do want to learn, resulting in deplorable schools that repeat the cycle.
A lack of jobs for them to work, and no economic incentive to move to find work.
A dirth of entrepreneurship.
A lack of financial education.
A justice system that pretty much ensures that every person assigned a public defender will plead guilty to something no matter their innocence.
Corrupt community leaders who pray on their fears and insecurities to distract the people while they rob them blind.
The cards are stacked against the African American community, and fighting the ghost of racism feels good, like a cancer patient getting blackout drunk, but if you need chemo, getting drunk isn't going to heal the disease, it's only going to make you feel better while the cancer continues to grow unchecked.

The NBR Economic Development District has a budget of $250k per year. The head of that group makes $100k per year, no joke.
The hospital group that Gary Chambers was being paid by to shill for a public/private partnership to open up a new ER in NBR, is under federal indictment for fraud in the tens of millions of dollars.
It's all a scam.
No one wants to open new businesses in NBR because:
1. Too much crime
2. Not enough qualified workers willing to brave the crime to come to work
3. Dilapidated buildings that cannot feasibly be renovated to meet modern building codes (parking requirements, electrical, and ADA mainly).
4. Not enough paying customers in the area to sustain it.
Fix 1 and 3, and NBR will bloom.

No, they'd have to start a new petition before it could go to a vote. That's why these people in the transition team are trying to pressure lawmakers to change the law regarding the formation of incorporated areas or school districts so they can make it extremely difficult if not impossible for SG to be created on their own.
