There are other answers to why this cop fired incorrectly (if he did, the video does look bad for said cop) such as crappy training, the inability to handle stressful situations, or he made a fatal mistake. Fort Hood Shooter, DC Sniper.
Cops that are afraid of confrontation and cannot handle high stress situations shouldn't be policing ANYONE. I can also pull up multiple videos of white guys getting capped for idiotic reasons, most of which involving the police officer getting stressed out and a pattern of terrible decision making.
When we as a society make the argument that cops are out to kill African Americans, I think we are missing some of the bigger reasons these situations happen, such as the militarization of the police and the constantly strengthening "us vs. them" mentality.
