but, it isn't a draconian standard like you're using it. there is plenty of income mobility, especially from the bottom quarter

yes it's more likely to be in the top quarter if you're born there, but it's not some impossible goal. plus, you have to see this in terms of increments. it's very difficult to go bottom quarter to top quarter, but if you move up one quarter per generation (which that graph clearly shows is common), it won't take long to be bearing descendants in the top quarter
