Ive talked to homeless I've seen around. Quite a few have said the no drinking or no smoking policy keeps them from the shelters.
A few have cars they live in.

Not necessarily. Do you know how much it costs to treat an addict in rehab and house an unemployable person?
I was talking about changing the coding laws and making those people mobile. Frick it send them to Portland with a bus ticket. I wouldn't be so mean if they wanted help. I just don't believe that. Heroin addicts are some of the scummiest people on the planet.

Families not included . Why can’t they be given options . You either go to work or you’re given a job working on highways , bridges , learning iron work, welding or parks service , military. But 3 strikes you’re out then you go to a Parrish jail and clean the highways for bologna sandwiches.

Because they are mentally ill. Trying to get these people to work would be like herding cats. You have to address the mental illness first which is incredibly difficult. An example is the A&M football player that had schizophrenia. He was a 5 star wide receiver recruit and had a foster family really trying to help him and help him deal with his issues including mental health care. he still ended up homeless and then killing a jogger at White Rock Lake.

That's why particularly with kids I mentioned the below as it's usually the adults choice - be it not wanting to take meds or not wanting to follow a rule of shelter.
"Parents who ignore help offered to stay on streets need to have kids removed. That picture just looks like child abuse and neglect."
If a parent chooses living on street or in car with a kid because they want to smoke or drink or worse authorities need to take kid away from that neglectful parent and charge them with neglect.
Even without kids it's hard to feel sorry for an adult that will not temporarily choose to not to drink or smoke to stay in a shelter. Even less so when they also can't seem to pick up after themselves and think it's ok for others to pick their trash and crap. If someone is sick and refuses treatment and/or to abide from some basic and temporary rules of a shelter I can't waste a whole lot of caring on their poor choices outside of it negatively affecting my family one way or the other. Better to help those that don't want to stay in situation and want to properly improve situation by supporting organizations that help them in these goals and help create safer environments for them and especially any children.
Had a bunch of nearby neighborhood ladies try to help a homeless guy. Patted themselves on back on social media for caring enough to give him something, but then later one almost got attacked by his girlfriend who thought the ladies were trying to steal him from her. She also noticed he spent money on alcohol instead of needs. I notified cops and the biggest company whose lot he was hiding in. There was plenty of room in local shelters for people who could abide by simple rules. Choosing not to or already being kicked out more than likely made this person and friend a danger to anyone he approached or approached by him. My wife and kid go to the main store in lot passing by place in parking lot where he was camped out (hidden in thick bushes and dark as most businesses close weren't open after 6ish so kind away from parking lot lights). Their money and gifts would have been better spent donating to a shelter and asking him to be picked up. It was also providing motivation for him to stick around. I wasn't going to let my family be as risk so these ladies could feel good about themselves (pretty sure I wasn't only one reporting him).
If he refuses to follow rules of shelter he still needs to avoid trespassing, loitering, and littering just like anyone else as well as follow the business and property owners rules.
