At car dealership and worried I'm getting jammmed

I've had company vehicles most of my life so I'm a dumbass on stuff like this.
We've settled on a purchase price.
I have financing through Chase. Dealer is saying he can't get the title that Chase needs bc system is down. I don't believe it but whatever.
He's applied to get me financing in house so that the title isn't a huge deal - they have good reviews online so I mostly trust them. Then hell send me the title once it's available. Again I realize this is BS but does it matter?
Question is this - since he's doing the financing in house now he's saying that the taxes will be paid here and now instead of at the DMV. This raises our agreed upon price by 5.1% - the rate of the state where I live and work.
Is this legit?

Honestly In house financing tend to yield a pretty good rate. Chase's indirect lending maybe closed on Sat., but i don't know never dealt with chase.

He just wants you to finance with them because they get a cut. Tell them you will, but knock $1500 off the price. If not, you walk.

YOU decide how you want to finance not them.
Tell them to call you when the Chase system is back online and leave and they will call before you get home if they even let you leave the parking lot.

I would be wary of the title and license fees. Some dealers use huge doc fees to add gross to the deal. Check out your DMV site to see what the title and license fees are supposed to be. If it's in line, then I wouldn't worry.
Also, check your interest rate with them vs. what Chase gives you.

Yep. He needs you more than you need him. Just tell him thanks for his time, and have a nice day. He'll call you back tomorrow ready to negotiate further.
Heck, you can always go back another day for the exact same price. Just walk and give it a day or so and see what happens. Call another dealer and tell them what your current offer is and what they're doing and see if they'll beat it.
Again, they NEED you more than you WANT a new car TODAY.
