No real explanation, but that's just the way it happens sometimes. During Obama's presidency well over 30 MOH winners were from WWII, Korea and Vietnam.

Yeah, but those were (for the most part) upgrades to minorities. There was a clear bias toward white men in WWII and Korea. Not as much in Vietnam.
This is a white guy and there were plenty of witnesses. It seems odd to me that it would take 15 years. Five to seven, you see pretty often, but 15?
