Cuffs go with pleats.
You can still rock the pleats but it’s an art and if you lack confidence you’ll look like a goon.

Pants cuffs never went out but if you buy suits from a chain store or dress yourself from the pages of GQ it is easy to think that.
Cuffs are considered the dressier option so they have become less predominate as suit culture has gotten more relaxed.
Cuffs impact the entire suit cut with more fitted cuts and thinner lapels and the other pieces should reflect this, ties, shirt cuffs, belts, shoes and pocket squares. One thing already pointed out cuffs go with pleats. This is a result of the fact cuffs are Anglo and no cuffs are Continental. One thing of note is short men should generally avoid cuffs and hefty men will look better in an Anglo cut suit thus cuffs.
I still prefer a classic cut cuffed suit for work but occasionally wear a Continental cut, particularly on Fridays. I have a general distaste for skinny ties and thin lapels. My tailor still forces about 1 out of 4 to be Continental but I will be glad when the pendulum swings back on lapels. I hate wide lapels also feeling the middle ground is what looks the best.
One note that I am not fully on board with my tailor says that no pleats always no cuffs and double pleats always cuffs but single pleats can go either way. I can't wrap my head around it but he knows more about cloth than I do everything combined so I do have a cuffed single pleat suit but grimace when I put it on.

There are very, very few instances in which you should wear cuffs. Unless you know them and do so intentionally, don't do it. Much safer that way.

I always prefer cuffs and pleats but then again, I’m morbidly obese, like skillet-sized so there’s that.

Never understood how guys get out of the house like this. Even if you don't have a mirror or an SO (and can't find your correct size at the store) doesn't it get your pants all muddy or wet in bad weather? That isn't annoying?

Cuffs never went out of style. If the pants have pleats then they should have cuffs. If the pants do not have pleats then they should not have cuffs. It is that simple.
