It ain't just LA. It has been a thang in Florida for decades.

Several years ago a weak one was moving in and we went to the lake the day before landfall to see the waves and check water levels. Our little swim/tennis club was nearby and surprisingly there for a bunch of people there so we went to hang out.
The manager didn’t want shite in the freezer/fridge to get ruined so they were cooking and giving away all the food for free. All drinks at the bar were half priced.
That turned into a hell of a hurricane party that night.

We had hurricane parties at A&M.

Katrina was nothing more than a bad afternoon storm to us here in Gonzales and north of here. Gustav wrecked us.

Florida had hurricane cakes... Until too many yankees moved in and said they were offensive.
Carpet bagging trash.
My favorite one was when that storm chaser set a camera up in cameron and some white boot baw paddled a pirogue in a cat 5 atorm surge to steal it

Literally had one in new orpeans the night before it hit and then had another one the day after in BR. Tact wasn't high on college me's list of priorities.

Rumor has it there was one in Biloxi back in 1969 for Camille

And from everything I've read, it was nothing short of just a rumor. Supposedly 20 something people stayed and had a party and several of them died as a result.
The truth, according to survivors of the Richelieu Apartments disaster is a group of residents stayed behind to help move furniture and equipment from the ground floor to upper levels in case the place flooded. They were assured by the owner that the place was safe as it was a designated Civil Defense Shelter. Unfortunately, the place was destroyed by the storm and 8 of the people died as a result.
One of the survivors started the rumor there was a "Hurricane Party" and the legend became fact for a long time. The woman, Mary Ann Gerlach, who claimed this was more than a bit of a loon, having been married 11 times and eventually going on trial for killing one of her husbands.

Down the bayou bugs out at first hint. They used to bring pigs and chickens with them to hotels on drier land. They would boil shrimp outside hotel rooms instead of going to restaurants.
