My wife and I both have handicapped tags, my wife has has multiple knee surgeries and is limited, she has to have a HC tag or she can't shop. I got mine due to a back injury which surgery has mostly cured, so I seldom use it. Unless my wife is with me, and I usually drop her off and go park in a regular spot.
I do know for a fact that there are doctors in BR that will give you the form for a fee, usually $50. These aren't doctors I'm going to, but they are there. How do I know? I was offered by an employee to get one for me, her sister is a nurse for the doc. I passed and got it through the legal way.

My favorite offenders are the ones I see at the gym who park in the handicap spot with a tag, but are able to go inside and lift weights and do cardio. LA Fitness on Siegen has several people who do this.

My pops has Parkinson's and some days his mobility is great, others not do much. He uses the handicap spaces and seemingly looks fine but if he's in a store and feels an episode coming on, he will leave and get back home.

True, but average height for a woman in the U.S. is 5'5". 50% of women are over this height in the age range of 20-40 years old.

So you are following these people from their cars and all over the gym to watch exactly what exercises they do? If so that is kinda creepy. How do you know the exercise isn't part of their physical therapy to maintain mobility?
I mean yeah I get it, it's annoying if someone is truly abusing the system to get better parking. But for many I would gladly trade having to park further away and be in great health than face whatever health conditions they have and get great parking.
