Anyone know the story about this man on Sherwood?

Guy has huge scars on his head, someone said he has brain cancer. Anyone know?
He sits there and doesn't bother anyone or walk unless he is called to come to their car.
This is at Sherwood @ Florida blvd and he is usually on the north side.

I've seen him smoking meth with 2 other people in a tiny old Toyota truck in the CVS parking lot right there.

I would think a little more than that. Most traffic lights cycle about every 2 minutes, so that's 30 light changes an hour. If at a busy intersection with cars passing and accumulating all day long, I'd bet they could pull between $15 to $20 an hour----tax free.
What kills me are the ones I see smoking cigarettes at $7 a pack and having cellphones in their hip pockets.
