I wasn't at Kandahar, but we had an AFCENT wide meeting at the Deid and I remember our counterparts from Kandahar not attending due to the attack (hell it may have been early 2016, I think got back in late January).

Rotc is not really for engineers unless he wants to see combat duty. Professionals; doctors, lawyers, engineers, etc. is a completely different thing.
With all due respect rotc and the academies are really for career guys that want to be and lead combat units. There’s no damn reason to attend them if you want to be a professional outside of getting tuition assistance.
I'll assure you I know much more about the needs of the AF than you. Admittedly, I don't know near as much about the needs or inner workings of the other services.
Many knowledgeable people are now commenting and I am appreciative.

He is 100% he wants to do military service (of course that may change).
Obviously, a Sevice Academy is the most prestigious, but a hell of a commitment and sacrifice. My thought is that at a college with a robust ROTC program like TAMU, you can get the best of both worlds. Very few colleges have an ROTC program that is on par.
I think the comradery at TAMU is what has him interested in College Station. Also, if he decides it's not for him, no one would ever think twice of him transferring to another university, but leave a Service Academy and that will haunt you.
Also, Former AF Cheif Of Staff General Welsh is the Dean of the Bush School. I have met AF Generals who were TAMU Grads and huge fans, so I feel there is a strong AF connection with the university.

friend of mine was getting paid $50k/yr. at the USNA to teach sailing to other midshipmen just a few years ago

So about two weeks after I left. I remember Bagram getting constantly pounded the entire time I was in Afghanistan.
As far as the Air Force relationship with A&M, that goes all the way back to Aggieland's own Bernard Schriever (class of 1938 and the namesake of Schriever AFB in Colorado). The year prior to my commissioning, the commissioning speaker was Gen Patrick Gamble ('67). He's retired now, but he was the AFPAC CG IIRC back then.
My commissioning officer was LTG (ret) Randolph Howze '67, at the time having just left command of Eighth Army.
Fun fact, there has never been an Aggie 4-star Army General, Marine General or Navy Admiral. We can never prove it, but there's been long rumored to be a cabal of Academy Graduates from both USMA and USNA that actively work to prevent nominations of Aggie 3-stars to 4-star as a result of the fact that both schools had fewer officers serving in World War II than A&M did. As USAFA started after World War II, they don't have that same butthurt.

If so, I would say a place like aTm is not the best route. It is a well regarded program and recruits top notch folks. So, he has a lot of competition for the top assignments out of college.
Go somewhere that has little competition, like LSU, and get his first choice out of college. As a USNA guy, I can tell you no one really gives a shite where you went to school.

To answer your question, I don't think any other SEC school has anywhere nearly as strong a military tradition or ROTC as aTm...and I would bet there aren't any outside of the SEC either.
Now, Texas A&M is pretty damn difficult to get into...but may be a little easier for someone from out of state. Of course, if he doesn't get some pretty strong scholarships, tuition may eat your lunch.
I would say that if he has any interest at all in one of the engineering disciplines, and can get in, Texas A&M would be a no brainer and I wouldn't look any further.
