Anyone have a kid that just doesn’t care about school?

At this point, I feel like he may be one of the ones that says “school isn’t for me.”
Kid is at a highly rated school and puts very minimal effort into his school work. Doesn’t do much homework. No initiative. No desire to be there. Nothing. The problem is that the kid is brilliant. He’s got a 3.0 by doing the bare minimum. If he actually put the effort into school like he did extracurricular activities, he’d be a 4.0 student. We’ve taken things away. He doesn’t care. Grounded. Doesn’t care. Will just serve the time and go back to coasting.
Thoughts? Experiences? Just looking for angles.
He’s 10 in the 4th grade.

What does he care about?
What does he want to do in life as an adult?
Have you had him tested for Gifted?

None of them care about school because social media and every thing around them tells them that life is meant for you to do whatever you want. These kids think they are adults and have no grasp of reality,

You just described me through high school.
I ended up in Iraq at 19 years old.

Keep consistent with the rules and keep the punishments coming.
He's 10. He'll either grow out of it or he'll get old enough that you take something he actually cares about.

Sounds like it isn't severe enough if he's willing to take the punishment without a thought. Turn up the heat.

Outside playing sports and YouTube (we’re cutting that down starting immediately)

He’s at the best public elementary school in the state. At least it was in 21. This they moved down. I’m pretty sure you know what school I’m talking about.
He doesn’t have to drive to be gifted. He won’t do the work. That’s the issue at this point.

We refuse to put him on meds. He’s a good kid. It’s just his attitude towards school.

My oldest was like this. It was miserable. I feel like I did every day of school with him. But, he's in college now making As and Bs for the first time in his life. I didn't think I'd ever see the day.

Gifted ain't about that life.
Gifted is mostly IQ (and would explain lots of the issues you're discussing). If you don't challenge gifted kids correctly they don't care.
What does he want to do on Youtube?
If he has an interest, you have an opportunity to mold schoolwork in with it or a string you can pull to manipulate him.
