To be fair, shitty neighborhoods and trailer parks do tend to be built on shitty lower elevation land and are more flood prone.

I'm pretty confident its about double that amount. I'm an insurance agent and most of my business is in JP. I'm basing my statement that most of the parish is below sea level based on seeing tons of flood elevation certificates for JP homes and FEMA flood maps. The areas above sea level are mostly closer to the river on either side (mainly north of Hwy 90 or south of Hwy 61), Marrero along the Barataria ridge, and Old Metairie areas. Almost everything on the eastbank north of Metairie Rd is below sea level, along with most of Harvey/Terrytown on the westbank

Homes. Obviously the land is lower, but the vast majority of slab houses in the areas I mentioned before are still below sea level at the top of the slab when I see their elevation certificates. Being below sea level though isn't necessarily a bad thing as long as the house is above the 100 year flood level for that area.
