I think you are right, but perhaps if the Mayor would turn more of her energy and time into helping BRPD instead of scheming to block SG things might improve.

Yep. So how that applies to the mall area that was annexed is beyond me.
If anything the SG map is gerrymandered. They specifically left out certain areas and cited lack of interest for doing so.

SG’s initial petition included all the non incorporated area south and East of the BR city limits. During that petition drive BR approached local entities and got them to agree Tokyo “move” into the city.
On the second petition drive SG excluded those areas and excluded areas that failed to support their initial petition drive.
So in a sense it is gerrymandering because SG wants to win the election, but it’s very fair because areas not invited did not want in SG.
