So I had an idea for an app a few years back. I met with a software developer but never did anything with the idea. At the time I wrote a detailed description of how it would work, had that notorized, and put it in a sealed envelope. Fast forward to today and a major tech company just release an app that does exactly what my idea was. Do I have any claim to intellectual property? I would imagine not but figured it was worth asking since the company involved is one of the biggest in the world.

Putting something in an envelope has no legal significance whatsoever.

I clearly stated this was a long shot, but figured I would ask. I was prepared to get called a retard.

Problem is that you need a working product to patent.

I don't believe the idea is going to get you very far.
