He could hide his face pretty easily from cameras. Especially if he is just dropping off packages at random houses or in random drop boxes.
The way to catch him will be to figure out the exact materials used for the bombs and monitor local purchases. But if he changes up each bomb and moves to many different stores it will be hard to notice anything out of the ordinary.

Why do people keep talking about copy cats?
Is that actually a thing or just getting it from Law and Order?
Were copy cats running around shooting people out of cars right after the DC sniper?
Was the unabomber copycat a thing?

You referring to the FedEx drop off? Reported today no drop box at that location. FBI was using paper height estimator on the door and the burger place next door has outside surveillance cameras apparently. Unless the guy hired someone to walk in and drop them off for him, they now have a basic idea. News also said traffic cameras at every intersection around the place. Whoever it was is pretty bold.
