Just packages holding the bombs. He's creating them and disguising them as legitimate deliveries. Hand delivered the first few. Sent two via FedEx yesterday apparently. Sandwiched a trip wire bomb in between all of that.

So is it safe to assume the one just found near Goodwill was shipped with the ones that detonated at the FedEx distribution center last night.
Shipped a bunch of them yesterday, a few went off accidentally at the DC, a few made it to their destinations.
Could be several more just waiting to go off around the city.
